WHAT IS ERASMUS?

The aim of the Erasmus Program is to increase the quality of the Higher Education in Europe, and strengthen the European Dimension in the Higher Education in Europe. Actually, Erasmus is mostly related with the "mobility of university students". Erasmus is a program funded by European Union (EU), established to link universities in the member states of the European Union.

Erasmus is one of the major branches of the EU- Lifelong Learning Program (LLP) that covers undergraduate and graduate sudies in universities.

It would be explanatory to quote from the key objectives of the LLP Program, determined by the LLP Bureau in Brussels:

•  To achieve a significant increase in student and staff mobility between European Higher Education Institutions,

•  To promote broad and lasting inter-institutional co-operation,

•  To contribute to the concept of a people's Europe,

•  To contribute to the economic and social development of Europe through the creation of a significant number of higher education graduates with direct experience of intra- European cooperation.

Starting from 2003-2004 academic year, the universities in Turkey who apply to European Commission (EC) for getting Erasmus University Charter (EUC), which gives the right to participate in the activities supported by Erasmus Program, have been eligible to take advantage of the Erasmus activities. Some of these activities are : Student Mobility (SM), Student Placement/Internship, Teaching Staff Mobility (TS) / Staff Training (ST) Mobility, Organisation of Mobility (OM), Thematic Networks (TN), European Credit Transfer System (ECTS), Intensive Programs (IP), Curriculum Development (CD).

Participating countries

Adopted on 14 December 2006 and spanning the period until the end of 2013, LLP and its Erasmus action are now open to the participation of 31 countries:

  • the 27 Member States of the European Union
  • the 3 European Economic Area countries (Iceland, Liechtenstein and Norway)
  • and Turkey

Who can participate?

To participate in the LLP/ERASMUS programme, you must fulfill the following conditions:

  • You are a student and enrolled in a formal programme of study at higher education level leading to a degree or a diploma (including doctoral level) in one of the participating countries.

  • You are a citizen of one the participating countries (or are recognised as having an official status of refugee or stateless person or permanent resident).

  • You have completed at least the first year of your university studies.

Student Mobility (SM)

Once a university establishes a bilateral exchange aggreement with another university covering interested departments; then the university can use the fund provided for Erasmus activities such as language training of the students, translation of documents, preparatory visits and covering any additional expenses related to student's participation in the program.

The students - except the preparatory school and 1st year students- , including doctorate students, according to the Erasmus aggreements and regulations established between the partner universities, can spend their 3-12 months abroad, at the host partner university or higher education institution, via the "Student Mobility" (SM) activity of the Erasmus. In addition to these, via ECTS, the time spent in the host country and the efforts of the student can be recognized by the student's home university.

How many Student Flows are involved?

Each year in October Study Abroad Office organises presentations about Erasmus programs at METU and starting from October it accepts Erasmus applications of the students willing to study in the institutions who are actively involved in Erasmus program. Actually, the number of the reciprocal student mobility both from the home institution and our institution determined by the Erasmus bilateral aggreement between each institution, should be equal in number. In practice, the equality (of the Erasmus exchange students) may be obtained through two-three semesters. Generally, the student mobility numbers between each Erasmus partner vary as 1 to 5 for each semester, according to the mutual consent of the institutions.

Student Placement/Internship:

LIFELONG LEARNING PROGRAMME (LLP)

2008-2009 ACADEMIC YEAR

ERASMUS STUDENT PLACEMENT (INTERNSHIP) ACTIVITY

Last Day of Application to the METU SAO: March 07, 2008

Activity Term: June 01, 2008- September 30, 2009

Placement Period: (at least) 3 months - (at most) 12 months

Note: In case of students who participates on Erasmus program for one academic semester or year, arranging a placement (combined placement), the total period is taken into account. (E.g.: 4 months Erasmus education period + 1 month placement= 5 months)

What is "placement"?

Placement is the process of a student having a vocational education or gaining work experience in a business administration or organisation at one of the participant countries (European Union countries). However, the placement institution should not be one of the institutions running European Institutions or European Community programs.

Before applying to the METU Study Abroad Office (SAO), student should determine the institution which he/she will have his/her placement at.

Conditions for Application:

- Students who has a compulsory placement in their department curriculum will be given priority, but all other students can also apply. (The placement should be credited in ECTS terms by the Department.)

- The CGPA should be at least 2.00/4.00 for unergraduate students and at least 3.00/4.00 for graduate students.

In order to apply for the student placement activity, a document of acceptance from the institution where the placement will take place, should be submitted to the METU SAO, along with the student placement application form.

In selections, the overall point will be calculated by taking the 50 % of the CGPA and 50 % of the English proficiency test score into account.

Teaching Staff (TS)/ Staff Training Mobility (ST):

LLP/ Erasmus program also enables University Academic Staff to spend teaching periods at the Erasmus partner universities (in this context, the term "university" refers to all higher education institutions) of METU via the bilateral Erasmus Aggreements in which the Teaching Staff Mobility (TS) is foreseen.

Teaching periods can have a duration of minimum of 5 lecture hours; but may last up to 6 weeks.

The Purposes of TS may be summarized as follows:

•  To provide teaching staff with opportunities for personal & professional development.

•  To share expertise in specialist areas within teacher education, to deepen mutual understanding of different European Education Systems and to raise the profile of the European Dimension in Education.

•  To allow students who are not able to participate in mobility to benefit from the knowledge and expertise of staff in other European Institutions.

 

In addition to this, not only academic but also administrative staff of a university with a Erasmus University Charter (EUC), can benefit from the Staff Training Mobility (ST) in an Erasmus partner university or a business enterprise. (The requirement of a partnership agreement is not required in case of business enterprise mobilities.)

Staff Training (ST) Mobility includes three types of mobility:

The mobility of university staff member going to an enterprise and vice versa:

The purpose of this type of mobility is to provide opportunity for the training of the participants through the transmittal of knowledge and experience. The basic activities are; seminars, workshops, courses and conferences, practice education processes, short-term assignments etc.

The mobility of the university executive and administrative staff going to another university:

The purpose of this type of mobility is to provide opportunity for the participants' learning another institution's experienced and good implementations and improving required talents for his/her current assignments. The basic activities are; study visits, short term assignments and on the job training programs etc.

The mobility of academic staff going to another higher education institution to have training.

Training periods can have a duration of at least 1 week (5 working days); but may last upto 6 weeks.

Financial support is available for the Academic Staff to spend teaching periods abroad and for the university staff to have training at an Erasmus Partner University or at a business enterprise. However, Lifelong Learning Programme (LLP) funding for these activities is not intended to cover all the costs. The amount of these grants and the procedures for awarding these grants may vary from country to country. Generally, the TS/ST/SM Grants for Academic Staff are provided by the European Commission through National Agency of the sending country.

* CENTRALISED PROJECTS

Thematic Networks:

Thematic Networks (TN), one of the significant activities of the Socrates/ Erasmus Program is developed to enhance the European Dimension via the cooperation between the Higher Education Institutions (HEI) that has an Erasmus University Charter (EUC) or every prospective Erasmus eligible HE Institution and/or post graduate studies institution that is unrecognized by the Erasmus Program, at the moment.

This cooperation is verified via the TN projects whose goal is to increase quality in the given academic discipline or work area by the cooperation between the universities (faculties, departments) to define and develop the European Dimension. The projects should also involve the current academic unity, professional institutions, the state or private sector institutions that has a socio-economic value; and about the related student organisations. The projects are expected to have a long lasting, broad and common effect in the field concerned.

If you want to coordinate a Thematic Network in an area which has not been covered yet, you must submit a Pre-proposal for your project to the Technical Assistance Office (TAO). The deadline for pre-proposal applications is November 1, every year. If the project proposal is accepted by the TAO, then until March 1, TAO sends a proposal to the project coordinator for full project application.

However, if you want to participate in a TN project which has already been accepted by the TAO, then you have to contact to the project coordinator. Please bare in mind that you have to state that your university has applied to get a EUC and is on the process of receiving a positive answer in a short time. Intensive Program:

An Intensive Programme (IP) is a short programme of study which brings together students and staff from universities in different participating countries in order to:

- encourage efficient and multinational teaching of specialist topics which might otherwise not be taught at all, or only in a very restricted number of universities;
- enable students and teachers to work together in multinational groups and so benefit from special learning and teaching conditions not available in a single institution, and to gain new perspectives on the topic being studied;
- allows the teaching staff to exchange views on new curricula approaches and to test teaching methods in an international environment.

Curriculum Development (CD):

Erasmus supports two main types of activities in the area of the joint development (and implementation/dissemination) of curricula (Curriculum Development, 'CD') by universities from at least three different participating countries in any field of study:

a) projects for the joint development of “study programmes” at intermediate or advanced level


b) projects for the joint development of European “modules”, including specialised language modules. The purpose of CD activity is to reinforce the quality and the European dimension of higher education teaching by combining the expertise and state-of-the-art knowledge of universities from several countries. CD projects should explore the possibility for cooperation with the professional world at regional, national and European level.
